Understanding SIGNAL

What is SIGNAL?
SIGNAL is the UK version of the internationally recognised Poverty Stoplight methodology — a tool designed to help people identify their real needs and inspire positive change, while helping organisations respond more effectively.

Why is it called SIGNAL?
Before launching in 2017, the team adapted the Poverty Stoplight model for the UK. The term “poverty” carried stigma and discouraged engagement, so the UK version was rebranded as “SIGNAL” to better open up meaningful conversations.

What does SIGNAL aim to achieve?
It’s part of a global movement to eliminate poverty, improve well-being, and enhance quality of life. The survey helps households and individuals think systematically about their circumstances, identify strengths, and connect with relevant support.

Where is SIGNAL used?
Although developed for the UK, SIGNAL is part of an international family of programmes used worldwide. It has been tested and adapted for UK contexts since 2018.

How SIGNAL Works

What is the survey process?
The survey typically takes around 35 minutes to complete. It’s designed as a guided, reflective conversation that gives individuals time to explore their situation in depth — not just a data-collection exercise.

How many indicators does it use?
The standard survey covers 54 indicators across 23 core areas of life. Organisations can adapt these, as long as the 23 core indicators are retained.

Can the content be changed?
Yes. SIGNAL can be adapted for specific contexts — organisations can add, merge, or remove indicators as long as they maintain the core framework.

Are there other versions?
Yes. There are versions for people with learning disabilities and a 15-indicator version developed for the COVID-19 period.

Can it be used remotely?
Yes. SIGNAL can be facilitated online, and remote delivery was successfully piloted during COVID-19. The team tailors the approach to the digital access of participants.

What if there’s no internet connection?
SIGNAL can be used offline via its Android App and syncs automatically when Wi-Fi is available.

Implementation and Support

How easy is it to get started?
SIGNAL is web-based and easy to use. Apart from downloading the Android App, there’s no installation required. A 2-hour onboarding workshop plus help desk support are provided.

Who can use SIGNAL?
It’s suitable for organisations working in employment, housing, advice and guidance, community regeneration, health and well-being, and poverty elimination.
Also used by companies with employees or local authorities measuring social impact.

Would my organisation be responsible for all 54 indicators?
No. Each organisation typically addresses 1–6 indicators aligned with its expertise. SIGNAL encourages an integrated community approach linking organisations to other local providers.

Can it support Monitoring & Evaluation?
Yes. Many organisations use SIGNAL to monitor and evaluate change by administering surveys every 6–12 months and comparing “before and after” results.

Can I use SIGNAL alongside other tools?
Definitely. SIGNAL adds value to existing methods by revealing root causes and enabling richer conversations with service users. Some organisations have chosen to replace older tools after seeing its impact.

Data Protection & Ethics

Is SIGNAL GDPR compliant?
Yes. SIGNAL meets all GDPR requirements. Participants give informed consent before starting, and personal data can be deleted at any time.

How does it minimise potential harm?
Facilitators are trained to handle sensitive topics carefully. Partners like the Illegal Money Lending Team provide support and 24/7 hotlines for vulnerable individuals. Participation is always voluntary.

Evidence & Validation

Is SIGNAL recognised academically?
Yes. SIGNAL has been validated through collaboration with universities including Oxford (OPHI), University of California Irvine, Worcester Polytechnic Institute, and University of South Carolina. It aligns with official poverty and well-being indices.

What is SIGNAL’s definition of poverty?
SIGNAL views poverty as multidimensional — beyond income to include health, education, housing, empowerment, and social connection. It addresses the complex interactions between needs and life circumstances, helping people “untangle” their situation.
